Who this is for

If you bid for ADNOC or UAE government work, the ICV certificate is not optional.

The National ICV Programme measures how much of your spending stays inside the UAE economy: local procurement, Emiratisation, expatriate workforce, and in-country investment. Your ICV score is then weighed in tender evaluation.

A certificate runs for 14 months from your audited financial statements, so the score you register now is the score you bid with until the next renewal. It is required per legal entity, so a group cannot certify once and cover every licence.

There is no minimum score required to hold a certificate or to enter a tender, so any valid certificate puts you ahead of a competitor who does not have one. The cost of skipping it is not a rejected bid, it is a lost one.

The mechanics

How your ICV score is calculated

Your ICV score is a weighted percentage built from five components, all taken from your last audited financial statements. Knowing which lever moves the number is the difference between a score you accept and a score you improve.

Local procurement is half your score, which is why your suppliers' certificates matter as much as your own. A UAE mainland vendor without a valid ICV certificate is credited at only 10%, and a vendor based outside the UAE counts as zero. Chasing certificates from your own supply chain is often the fastest single gain available.

ICV certificate FAQs

What are the requirements for an ICV certificate in the UAE?
You need a valid trade licence for the specific legal entity, stand-alone audited financial statements under IFRS no older than two years, and NAFIS registration. Companies under ten months old can use management accounts covering up to nine months instead. A separate ICV certificate is required for each licence, so group companies cannot certify once and cover every entity.
How much does an ICV certificate cost in the UAE?
MoIAT sets a certification service fee that varies by company profile, and the certifying body quotes on top of that. The total depends on how audit-ready your records are. A company with clean stand-alone financials pays far less than one that needs its accounts separated and rebuilt first. We gather quotations from several approved certifying bodies before you commit to any of them.
How long is an ICV certificate valid?
Fourteen months from the issue date of the audited financial statements used for certification, not from the date the certificate is issued. Recertifying during that window with the same financials does not reset the clock. Only new audited financials start a new period, so plan the renewal early or you drop out of live tenders.
Who issues the ICV certificate?
The Ministry of Industry and Advanced Technology runs the National ICV Programme, and certificates are issued through the MoIAT ICV Platform by certifying bodies MoIAT has authorised. ZS Chartered Accountants prepares your file and manages the process with them. We are not a certifying body and we do not issue certificates.
Can I bid for a tender without an ICV certificate?
Yes, but your ICV score will be counted as zero. There is no minimum score required to hold a certificate or to bid, so any valid certificate puts you ahead of a competitor without one.
Is this an ICV certificate for Abu Dhabi or for the whole UAE?
Both, in effect. ADNOC launched the programme in Abu Dhabi in 2018 and MoIAT took it national in 2021, so it applies UAE-wide. Demand is still concentrated around ADNOC, the Abu Dhabi Department of Economic Development and Aldar Properties, which is why people search for ICV certificate Abu Dhabi. A Dubai-licensed company bidding on that work needs one too.
How long does ICV certification take?
Around a month to process once all documents are submitted. The variable is your document readiness, not the review itself. Consolidated rather than stand-alone financial statements are the most common cause of delay.
